Understanding the 30% AGPO Reservation: A Guide for Youth and Women Entrepreneurs

The Access to Government Procurement Opportunities (AGPO) programme is one of Kenya's most impactful economic empowerment initiatives, reserving 30% of all government procurement for enterprises owned by youth, women, and persons with disabilities.

Who Qualifies

Youth: Business owners aged 18-35 with at least 70% ownership by youth.

Women: Enterprises with at least 70% ownership by women.

Persons with Disabilities: Enterprises with at least 70% ownership by persons with disabilities, with valid NCPWD registration.

Registration Process

  1. Register your business with the Registrar of Companies
  2. Obtain a KRA PIN and tax compliance certificate
  3. Apply for AGPO certification at agpo.go.ke
  4. Upload required documents including CR12, ID copies, and disability certificates where applicable
  5. Receive your AGPO certificate within 5 working days
