PPRA Releases Updated Guidelines for E-Procurement in County Governments

The Public Procurement Regulatory Authority (PPRA) has issued Circular No. 03/2025, mandating all 47 county governments to fully adopt the Integrated Financial Management Information System (IFMIS) e-procurement module by 1 July 2025.

This directive builds on the successful rollout of e-procurement at the national government level and aims to bring transparency, efficiency, and cost savings to county-level procurement.

Key Changes for Suppliers

Suppliers seeking to participate in county government tenders will need to:

  • Register on the IFMIS Supplier Portal at supplier.treasury.go.ke
  • Obtain a digital certificate for electronic bid submission
  • Submit all tender documents electronically — physical submissions will no longer be accepted
  • Complete online prequalification for the 2025/2026 financial year
